On a Los Angeles beach, a young woman is found raped and strangled. Meanwhile, a young boy is taken into custody, accused of her murder. Quincy, skeptical about the boy's ability to commit such a crime, sets out to conduct his own investigation. He heads to City Hall, where the victim was employed, to gather information. After some digging, he uncovers a troubling pattern of mysterious deaths linked to the location.
